out of order

out of order
тж. in order

When my Branch sends in resolutions, however, they are "out of order" because the Executive Council have already sent in (without consultation with the membership) as they are entitled to. I suppose this is called democracy! (H. Pollitt, ‘Serving My Time’, ch. 10) — Когда же мое местное отделение направляет резолюции, то они оказываются "непригодными", потому что исполнительный совет уже направил (без консультации с членами профсоюза) столько резолюций, сколько он имел право послать.

His remark was certainly out of order. —

The chairman told the speaker that he was out of order. —
